How mobilization should take place
According to MP Roman Kostenko, the military should be involved in the mobilization process by accepting volunteers and those who have received call-up notices, and processing people for service at the front. However, not everyone is ready to join the defense of Ukraine. Local authorities should involve such citizens in the army, but politicians avoid this because it may provoke a negative public reaction.
Kostenko emphasized the need for local authorities to fulfill their functions to avoid situations where people are stopped on the streets and taken to military enlistment offices. He also noted that violations of citizens’ rights by the military enlistment offices are a reality, but there is an understanding that some people do not wish to serve.
'We summon about 30 thousand personnel every month. Yes, these cases (when the TCC violation citizens' rights - Ed.) are 100%, but let’s talk about the cases that we probably have one and a half million people who have not updated their information and are not going to the TCC,' emphasized the MP.
According to Kostenko, the demobilization process depends on mobilization: if there were people to be summoned, specific service terms could have already been discussed.
'And I am in favor of having clear Time frames, as this is a specific motivation for people... The Verkhovna Rada tasked the government with developing a draft law on demobilization. They were supposed to do this a year ago, but they didn’t,' noted Kostenko.
It is also important to mention that some prisoners may be called to the army, but not all. Lawyer Kateryna Anishchenko pointed out how to legally refuse military enlistment, and that some groups of citizens can receive deferments.
Ukraine continues a large-scale mobilization of military personnel, but questions arise about the clarity and transparency of this process, as well as about the implementation of legislation in the field of military service. MP Kostenko urged local authorities to take a more active role in mobilization to avoid violations of citizens' rights and prevent conflicts. Another important aspect is the timely adoption of the law on demobilization, which will serve as an incentive for those risking their lives on the front lines and provide clear regulations on army participation.
