The full text of the Russian memorandum on conflict resolution, presented to the Ukrainian delegation during negotiations in Istanbul, has been published. The document, dated June 1, 2025, contains three sections with 31 points and two options for ceasefire conditions.
The first section of the document outlines the main parameters for final settlement, which in fact imply Ukraine's capitulation. The aggressor country demands international legal recognition of the incorporation of Crimea, the so-called LPR, DPR, Zaporizhia and Kherson regions into the Russian Federation with the complete withdrawal of Ukrainian units from these territories.
The document provides for Ukraine's neutrality with a refusal to join military alliances, a ban on military activities of third states on Ukrainian territory, and the deployment of foreign armed formations. Russia also demands the establishment of a maximum number of the Armed Forces of Ukraine, the dissolution of Ukrainian nationalist formations, and the granting of official status to the Russian language.
Demands for a ceasefire
The second section proposes two options for a ceasefire. The first provides for the start of a complete withdrawal of the Armed Forces of Ukraine from the territories that Russia considers its own. The second is a package proposal with eight points, including a ban on the redeployment of Ukrainian troops, the cessation of mobilization, halting foreign arms supplies, and excluding military presence from third countries.
Particularly demanding is the point regarding the announcement of the date for presidential elections in Ukraine and the Verkhovna Rada, which must take place no later than 100 days after the lifting of martial law.
Context of the negotiations
The second round of negotiations between Ukraine and Russia took place in Istanbul under Turkey's mediation after a three-month break in the negotiation process. The Ukrainian delegation, led by Minister of Defense Rustem Umerov, presented the Russian side with a list of hundreds of deported children and their own memorandum with the conditions for resolution.
The parties reached agreements on the exchange of prisoners of war in three categories: critically ill and severely wounded, young soldiers aged 18 to 25 years, and the bodies of deceased fighters in a format of 6000 for 6000. Umerov reported that the Ukrainian team has a week to study the Russian document.
