A wave of news about the supposedly urgent and mandatory registration of pets has created a wave of questions among Ukrainian dog and cat owners. Many are concerned about the prospect of fines for not having their pets registered.
Expert Sergey Korobkin emphasized in his recent video analysis that there is currently no direct law requiring the registration of pets. He explained that legislation regarding the identification and registration of animals mainly concerns business entities and exhibition organizers, rather than ordinary pet owners.
Fines: Reality or Threat?
The only grounds for fines against pet owners are administrative violations, particularly the lack of dog registration. The amounts of fines can vary significantly depending on the violations, the reasons for the consequences, and the recurrence of the violations.
Kyiv Precedent and the Role of Local Authorities
In Kyiv, the registration of dogs and cats in the Administrative Service Centers (ASC) has long been mandatory. However, Sergey Korobkin points out that the registration procedure may not always be clearly monitored by local self-government bodies.
