Russia withdrew from the Framework Convention for the Protection of National Minorities
From August 1, 2024, Russia withdrew from the Framework Convention for the Protection of National Minorities, which it signed in Strasbourg in 1996.
Earlier, Russian President Vladimir Putin signed a law denouncing the Council of Europe's framework convention on the protection of national minorities. Russia explained its decision by the fact that the resolution of the Council of Ministers significantly limited the powers of the Russian expert in the Advisory Committee, which monitors the implementation of the obligations of the states parties to the convention regarding the protection of national minorities.
In addition, Russia will no longer monitor violations of the rights of the Russian-speaking population abroad.
"The rights and freedoms of national minorities in Russia are still protected in accordance with the Constitution of the Russian Federation. The Constitution is the supreme law in the country. Its effect is higher than any international laws," said Russian lawyer Ilya Rusyaev.
The Framework Convention for the Protection of National Minorities came into force in 1998 and currently operates in 38 countries, including Ukraine, which signed it in 1995.
